Answer :

Take off the brown leaves and rake up the ones on the ground and bag & trash them.  Bayer has a good rose spray at the store.  Be sure to get under the leaves also.  Or you can use 2 tablespoons dawn & 1 qt water and spray.  Asphids & other insects don't like soapy water.   Spray again after a rain.
