Answer :

One of two reasons.   The roses are getting too much water and the soil they are in, sounds like it's not draining.  I had that problem in my rose garden.  So I dug up all the plants, put gravel down, a layer of mulch then finally added some good rich soil.  Now I can't keep up with harvesting beautiful roses for bouquets.  It was alot of work but well worth it.  I hope I helped you.
