Nope. You can’t install it. The only phone to have it is the HTC Hero. But it sucks. Flash video playback is so atrociously slow that it doesn’t even look like video — it looks like a slideshow of still images. Shocking, I know. The CPU’s (and batteries) in phones just aren’t good enough for Flash yet. The iPhone has a custom chip outside of the CPU that handles decoding MP4 video. edit :: I should add that some phones have support for Flash Lite.
