answer:I’m no expert but I believe a property can certainly be landlocked and you might have a very difficult time getting permissions, easements to unlandlock your property. And as far as I know these issues, landlocked property, ingress and egress, etc., would be governed by local laws and ordinances at the state, county and municipality level rather than by federal law. I could be wrong, but I think that’s the way it works. Here and here are at least a couple of links that address this.
