That isn’t how governments work. Governments don’t create goods and services on their own. But there have been many instances of governments running a surplus, which is analogous to a company making a profit. The US did in the late 1990s when Bill Clinton was president. The only government entity that ever turns a profit is a prison industry, because they run on slave labor.
