Unfortunately it does not doesn't depend on the service, it depends on the speed of your modem, the number of people on line at the same time and the capacity of your phone lines. The services that claim bigger and faster speeds are ignoring the fact that your phone line can only carry the signal a set rate. Kind of like if someone puts a speedometer that goes up to 140 in a car that only has a top speed of 80. That's the main drawback to dial-up.
