If the construction of a lightning conductor is in the construction documentation submitted for the issuance of a building permit, this is a condition. In one case, I managed to approve the building without a lightning conductor, because the construction was immediately adjacent to the newly built metro station and it was not technically possible to ground the lightning conductor. However, it was a condition to rectify this shortcoming as soon as possible.
