How to remove dust with grease from the kitchen counter?

I want to clean above the line but there is a layer of dust with oil for several years of cooking. It can't be washed with a cloth at all and it sticks. How do you remove it?

Well ... this I know ..: D but yellow cif and hot water will help .. so you will need a supply of sponges ... and patience ... just apply >>> <<> the greens and the bites are useless not to mention pink ... And or you can also use ... the preparation for ovens, so more precisely foam .. just spray to let it work and then it goes quite easily down ...
