Luckily this game has been translated! As a first step, download the translation HERE. Then, run the downloaded outlasthun.exe file with administrator privileges. From here you just have to go through the slap easy installation wizard. A little note: Specify the Outlast installation directory as the installation directory. For example: C: \ Program Files \ Outlast For Steam: C: \ Program Files \ Steam \ steamapps \ common \ Outlast It is important to enter your own path in each case, the above are examples only! If the translation still doesn't work, you've entered the wrong path.
