Absolutely. Rigveda 10.17.8-8 allows widow who is financially indigent or socially troubled to remarry after the death of her husband. The wife is allowed to remarry if the demand cannot be met or if the husband is unable to produce children. It is said in Smritishastra Parashar Sanhita- "Patau. (Parashar Sanhita 4.30) Translation- If a woman's husband dies , if her husband secretly takes sannyas , if the husband is missing , if the husband is unable to produce children , if the husband is ungodly and oppressive, then the wife can leave this husband and remarry . In the above case, Hindu women can remarry. But before that the present husband has to wait a suitable period for correction or return. Even then, if the husband does not correct himself, does not return from the missing , or if the impotence is not removed, the wife can take a second husband.
