The best time to cut back pampas grass is at the end of winter, right before new growth begins.  Be sure to wear gloves and a long-sleeved shirt and pants, as the pampas grass is very sharp.  If you want it to be somewhat contained, trim it back to only four or so inches high.  If you are using it for a tall hedge, just trim back the dead ends.
