Mix 3 1/2 Cups Water with 3 Teaspoons White Vinegar, spray affected areas at night, the vinegar will not damage the tree; the 'ghost aphids' will die out; it should only take one or two applications, the norm is 2, but it alse depends on where you live and the size of the tree.  Continue use as necessary.  -Birdy
