Answer :

You can't get new leaves.!!!!!!!!!!!!! You can, however, leave the dogwood alone and it will come back on its own.  The frost was a late one, it was also a hard one so the damage was substantial. It will take a good bit of time for the poor baby to come back. Be patient. Plant petunias around its base and water them lovingly. The tree will appreciate your efforts.
