I think that might be a spirea........if so ph should be 6.0-8.0..........have you cleaned around the bottom & mulched it.  Ours in Philadelphia Pa got pretty big.  That's not a good sign..........can you trim off the dead parts and clean it up.............it might need to be sprayed.

First get a 55 gallon drum and fill-it 3/4 way with water, then add, 12 to 14 oz of vegetable oil, add: 1/2 gal. of vinegar, ... right around 2 weeks, 3 at the very latest. Your tree will be fine, and so will the other plants.
