Is NOW the time to plant Dahlias andwould they still bloom this year ??

Answer :

You have a longer summer than we do in Pa.  I would try a few to see what happens.  The rest could be refrigerated for next year unless you have a enclosed porch with a bright sunny window that shades over in the afternoon.  You could also try them in a pot and see what happens.  They are usually planted in late spring after the frost has passed.  You can mulch them over with a foot of mulch to keep them from freezing.
