Answer :

You can brush on full strength "Round Up" vegetation killer.  It actually would work best on a fresh cut, or by drilling holes into the stump if it is larger than 2-3".  We have used this method, recommended by local Master Gardeners, to control invasive buckthorn and have had wonderful results. Don't spray it on, it will kill anything it touches.
