3 weeks?? That’s insane. It’s highly unlikely that the police don’t already know that she’s there with that time. The fact that she has a young child with her is disturbing though. I’d call the police, informing of them the situation and then put it out of your mind. Don’t ever give beggers money or anything for that matter. Just leave them be.
