I try to get the attention of someone walking to their car, then let them know I want to follow them to their spot. Usually, once I get buy-in from the person whose car is currently occupying the spot, they do what they can to make sure I get it. I have actually had people wave other people past before they pulled out of a spot they had promised me. The follow people out trick never works for me in a really crowded parking lot because all the people using the circling method beat me to the spots.

My understanding from Driver's Ed though was you're always supposed to stop completely, so it's probably a ticketable offense ... a pedestrian, always try to make eye contact with the drivers of cars pulling out of parking lots!
