Yes. To reduce development time I’d start with as much COTS (commercial off the shelf) parts as possible. The only new bit would be a sensitive preamp to get the levels up to where commercial software can read it. Try a National Semiconductor LM324 quad op amp. The output would then go into your normal mic input. Use Dragon Naturally speaking software and have it learn the new sound patterns by reading the learning text in the voice you want to record.
