Can anybody recommend a good, non-AT&T DSL provider?

Depending on your location, you might be SOL with DSL. Some areas have an effective monopoly on carriers; for example, if you live in my neighborhood your line is provisioned by Verizon / Frontier. You have no choice. However, you do not necessarily have to have your carrier as your ISP. In some markets, ISP resellers exist- you can do business with them instead of the big carrier, and their policies will likely differ. It’s worth a look. Good luck!
