Why aren't the reactors and cooling tanks of nuclear power plants built below water level?

1 Answer

Answer :

answer:What would keep that water in once the area was flooded? If you open a dam, remove a levy, or open some kind of gate that water can flow both ways. A pump would allow you to control what comes and goes.
