answer:it would make far more sense for everyone to wait until power came back online, even if it meant building new generators and transmission lines, than to revert to older technology such as steam or animal power. Yes, chaos would ensue temporarily. It would depend a lot on the time frame & extent that other infrastructure is crippled as well. On the positive side, nobody would be complaining about lack of jobs anymore.
