No. But some people certainly cost the “system” more money (it is interesting how people describe the interaction between buyers and sellers in a market, a “system”). Stands to reason they might pay in a little more. You can now get medical insurance with a pre-existing condition, which is nice, but it is more expensive than if you don’t have one. If you have a poor driving record, you pay more auto insurance. If you smoke, you pay more for life insurance. Etc.
