Last Answer : It depends on what you are making and your preferences. If you are frying them, peeling them is best. For mashed you don’t have to but I prefer to. For baked you don’t want to and I eat the skins as well. But if you don’t peel them, do scrub them clean.

Last Answer : No it does not, unless it was precooked don’t eat it. Fish is naturally flaky and colored that way. You could get sick if it’s not probably cooked.
