A lot of people don't know the answer to this because it isn't really known, because a lion's roar and a tiger's roar are very different. A tiger have a more high pitched roar than a lion, and lions are known to have the deepest roar of all of the cats/felines. Another thing is that a lion's roar can be heard from farther away, so it might be louder. No one really knows for sure though.
