The process of getting the placard is actually easier than you might think. You'll need a note from your doctor ( your family doctor or primary care physician will be fine) stating that the placard is medically necessary, and the reason could be as simple as Asthma. Then simply present this at the DMV, where you will be charged a nominal fee for the placard. As for the sleeve, I wouldn't recommend it. They tend to yellow and crack and ruin the placard.
