Newly arrived from Germany, self styled military theorist EmilSchalk, believed that General In Chief George B. McClellan wasdelaying the end of the Southern rebellion. He wrote to PresidentLincoln, that by adhering to Schalk's strategy of fast and decisiveaction, the war could end within four months. This forecast wasmade in 1862, as McClellan refused to take any major offensivesuntil his army was fully trained.
