According to the strict letter of the law no as cops could still choose to be an assholes and ticket you unless they've been told to relax the enforcement of so called Drivers licenses due to the current situation. Of course under the Constitution you have the right to free travel regardless of any means and having a requirement for a driver's license is unconstitutional because the central government is only allowed to regulate interstate commerce which the driver's license is inexplicably attached to as numerous supreme Court cases have validated. All you have to do is look into Black's law dictionary or just about any other ones and you'll see when you look up drivers license that it speaks of those engaged in COMMERCE. This means that unless your are av Truck DRIVER, limo Driver, Taxi Driver.. You are not engaged in commerce and therefore no such license is needed. BUT the courts still continue to claim otherwise regardless of what even their own courts and laws state so don't use it if you're actually pulled over though numerous times, honest cops will let someone go without having a license because the traveler (driver) understood that there car was not a vehicle but it's Consumer goods and they were not driving but traveling which is how it's stated in various court cases.. But I digress. But as far as your dilemma, you'll need to go to your States DMV website and do it that way as more as more States are encouraging people to use the websites as it's faster as takes the load off of your local DMV office. Once you pay online you'll be given the temporary document that you can print out can keep with you in case you are pulled over and you show that to the cops while they create your actual license and will send that to you in the mail. Same goes for re-registering your car which makes it a whole lot easier than having to waste time, often hours, at the DMV. If your state doesn't have it setup on their website yet, then try calling your local DMV office or your state capital which is who regulates the DMV and find out if they're suspending the need to renew until your state opens up again.
