According to all tests, I have 21 mb. Shouldn't I have at least 25 mb when it's in the contract?

no, this is the maximum rate you pay the provider. the minimum speed is not guaranteed anywhere in the event of network outages - exceptions apply to large connection customers, especially ISPs (Internet service providers), servers, large companies and corporations, demanding customers of domestic connections (at significantly higher prices). if the service provider is solid, they will apologize for the failure, but that's all.
