Non-payment of health insurance 14 years

Hello, I would like to ask what happens to a person who has not paid health insurance for 14 years, lives in a hostel and is on social support (material need)? The point is that this person is aggressive, drinks a lot of alcohol, and his father contributes to all of this and encourages him not to work. This man is threatening me with physical violence and I do not know how to defend against it. I fear. Can he be punished so that he no longer does evil? Thank you.

Monika, unfortunately our law and the procedures of the Police give such people a "green light". Only when something happens does something start to happen slowly, but really very slowly. The only solution is to report his transgressions to the Police all the time. However, do you have the time and mood for that? It's unfortunate that I once had a neighbor like that - an aggressive h0vado who was gaining confidence with a pit bull. You don't remake a man.
