Why doesn't Sony experia E4 work with Tunisian sim?

Hello, I recently bought a Sony xperia E4 mobile phone. I tried it with a waiting sim card - it worked normally. Then I sent him to a family member in Tunis, where he gave a Tunisian sim card. The phone turns on normally, but loads and does not search for a network. He brought him to unblock him, but they told him there was no mistake. Can you please advise me what?
