The amount of total charge (positive charge and negative charge) in this universe is always constant. That is, there is no creation or destruction of charge. Charges can only be carried from one object to another. When a charge is exchanged between two objects, one object loses the same amount of charge and the other object gains exactly the same amount of charge. That is, no new charge is created or the charge is not abolished. This is called permanence or conservatism of charge.
