The well-off people of London demanded that slums should be cleared in London. Slowly these people came to realise that there was a need for housing for the poor. The reasons were that, first, the vast mass of one-room house occupied by the poor were seen as a serious threat to public health. They were overcrowded, badly ventilated and locked sanitation. Second : They were seen as fire hazards due to poor housing. Third : There was a fear of social disorder, specially after the Russian Revolution in 1917.Workers’ mass housing schemes were planned to prevent the London poor from turning rebellious.
