I cant be surewithout seeing the pant. If it is just edges of laves turninmg brown itis a heat/watering problem but if whole clusters of leaves inclding stem tips are shriveling up the tree may have Fire Blight Disease.   Search FireBlight for pictures of this disease. Pears are known to be very susceptible to it.
