The foliage on my irises are turning yellow, what can I do to fix problem?

Is all of the foliage turning yellow or just some? Many times during their flowering/growing season, they 'shed' some of their foliage that got them through the winter to make way for new growth. If all of its turning yellow, they either aren't getting enough water or they're not getting the nutrients that they need, or a combination of both.
