Answer :

The saplings are the trees attempt toremain alive.  If the branches or the tree are brittle and can be broken easily, the outer portion of the tree is dead but the pulp of the center is not, it is trying to continue to grow and save itself by sending forth the saplings.  Do not cut down the tree yet, it may still be alive wnough to receive neutriants from the saplings to come back. -Birdy
