Answer :

sounds like you have a bore bug....you might want to call the forrester in Your county.  He will talk with you over the phone and you could email him some pictures.  Does not sound good unless the rest of the tree is okay and that only the top is cut off......the the top would have to be coated with black tar.....have you checked for little bore holes in the lower bark?
