I have had suprising success getting my rugosa rose to bloom by root pruning. You take a sharp spade and slice the earth down about eight inches all aroung it. Go out about a foot and one-half or eighteen inches. Of course, you must prune them back in the spring as you would regularly. Hope it works for you.
