I think it’s true. Now the consequences of your actions should be flexible and take in to account circumstances such as lack of mental capacity and being under influence (although this should make the consequences harsher in some cases, such as drunk driving). It’s more about traceability and accountability – sure, sometimes you’ll find there’s not a whole heap you can do about it, because it was a 3 year old that left a toy on the railroad that caused the train to derail and kill 100’s…..type thing.
