I know it isn’t exactly what you asked for but Youtube supports links with time codes. So if you wanted to, you could put a link to each chapter in the description text of the video. This would allow your viewers to jump directly to each chapter by clicking the corresponding link. You do it by adding a string like #t=XXmYYs at the end of your Youtube link. This would start the video at XX:YY.
