This is how it was told to me by a well know black religious leader that is close to the president. The black community gave Obama a pass on pushing the black issues. Sort of a secret memo. Because if he did go that direction he would not have made it into office. So if what you are saying is true. I am guessing people are waiting for the shoe to drop. It wont, because he is in now.
