Was this a proper statement for a new Police Chief to make to the public?

How very “political” of him. Is it proper? He’s free to say what he likes, but in my opinion it’s designed to do nothing more than display commitment and engender positive feelings, likely to drum up support for his new policies. It’s also horribly deceptive and really says nothing of value. There are many proactive measures that can be taken to reduce crime but at the end of the day policing is largely reactive, particularly when it comes to murder.
