In the US one needs a teaching credential beyond bachelor degree or a degree in education, plus to be a school counselor you need to have a counseling credential. To open a school of any sort, to get students you need to be accredited, otherwise a diploma doesn’t mean anything. Accreditation is along drawn out process to review the complete operation of a school.
