If you’re looking to go into a very established, regulated, and formalized field, it can be a good resource to get a feel for what’s expected. I think if you’re trying to get into government contracts or provide business services to much larger corporations, it can be a good checklist to cover your bases. But the requirements (like reporting or record keeping) on any help they provide don’t seem to be worth it unless you have a group you can dedicate to the process. By that time, you’re on the larger side of “small business”. I’m sure there are cases where they really help out, perhaps if you have money but don’t know what to do with it, or are doing business in a focus area for a government initiative, but for most hands-on business owners I don’t think they offer much targeted at that group.
