At school, why is "cheating" seen as a negative, when in the real world, it is seen as normal and even expected for you to consult reference material, and subcontract tasks to other people?

It is like in grade school up to grade 9 you are expected to know how to use pen and paper for math and not be dependent on a calculator. After grade 9 you are welcome to use a calculator. For cheating, as an adult, you are expected to know the basics before graduating , just in case you get a real job. Afterwards you can hire a sub-contractor to do the work.
