One trick in government is to have organ donation/for science donation standard default in birth certificates. Where one needs to opt out consent instead of having to opt in. Also computer simulation is improving for dissection of animals. Maybe it can be used for medical school? Maybe have a lottery for those who are registered to donate? Similar to the vaccination lottery in the state’s?
