The dolphins (whales and porpoises, etc) are aquatic mammals. As mammals they need to come to the surface and breath air into and out of their internal lungs. They can only stay underwater for a period of time, depending on the species. Fish, on the other hand, are not mammals and breath by passing water over their gills, extracting oxygen, and they have no need to come to the surface to breath.
