Do you have any tried and tested prescription for tempura batter?

A friend quickly told me about the batter a while ago, but I can't come across a reasonable prescription on the net. Do you know any? Thank you :)

I found: Tempura (天 麩 羅,天 ぷ ら) is a popular Japanese dish of Portuguese origin of seafood and vegetables, which are wrapped and fried in a delicate pastry. Light dough is made from cold water (sometimes sparkling is also used), wheat flour, eggs, soda or baking powder, salt, oil and spices can be added. It is traditionally made in small batches. Ice is usually added to the dough or placed in a larger ice bowl to keep it cool and firm. Thin slices or strips of vegetables and seafood are wrapped in pasta and fried in hot oil (traditionally sesame) until golden brown and crispy. more TUTO (including pictures) (smoking) ps: I haven't tried it, but I included it on the weekend program.
