Dog-puppy 6 months

Hi, I have a question, we have a 6 month old puppy. It is taught to the newspaper, but whenever it comes to doing the need it was in front of the newspaper (there is no problem with peeing, it's always up to them) I thought it was just a coincidence (even outside) .. But now I bought him a toilet with an artificial turf and it is clear that it is no coincidence, he pees on it but always puts a meter in front of the toilet. What with this? We tried to go to him strictly, even to ignore it. Anyway, he understands that there is no incense because whenever he does he runs to hide with his tail down under the table. I really don't know anymore. Please advice, thanks
