I have been processing building permits for the construction of a three-storey house since 2013/14, but unfortunately I am one of those who, but I always thought it could not happen to me, came across unwilling neighbors who have been doing everything successfully for years to did not build. I will not address the many objections in the years they have filed, but after all, after three years, they put me in a situation where the SÚ stopped processing my building permit, resp. he sent me a RESOLUTION TO STOP PROCEEDINGS, and I don't know how to get out of this. In what the problem is. As the neighbors have been looking for substitute problems for years so that they can still appeal, they have found one objection to which I was unable to respond within that period. The thing is that the neighbors have a well on their land. So one day they said they were afraid that the construction would destroy their water quality or level. So they wanted to do a hydrogeological assessment. I entered it and it came out fine and I do not interfere with the construction in any way or affect their source. The problem, however, was that the gentleman who prepared the hydrogeological report concluded that since the parking lot for 9 cars is planned behind the house, he "recommends" measures to be taken against oil spills. And the neighbors are on horseback now. Yes, I know a solution that is used for large constructions, ie the installation of "LAPOL", which costs about 30,000 CZK to 40,000 CZK and a valid building permit must be issued for it before I can even apply for a building permit for the construction of a house. . Despite the fact that this is a small parking lot with nine parking spaces and LAPOLY is standard in such a small number of parking spaces, but they are used where there are large parking lots at department stores, parking lots or junkyards, or vehicle repairs, car washes, etc. That is, where there is a presumption of a possible large leakage of oil and other substances. This information can also be found on the net. In conclusion, I sincerely ask you for advice on how to get out of this situation. Over the years, it cost me a lot over a hundred thousand crowns, incl. project and all the different assessments, and I'm pretty mentally tired of it, and now I don't know what to do next and no one around can give me much advice. I do not even know whether the neighbor's objection in question is justified at all, and if so, what other solution can be proposed in this case.
